Players govern nascent Roman cities along the Rhine, racing to develop farms, barracks, harbours and markets while holding back Germanic raiders. Seamen, soldiers, merchants and farmers must be deployed shrewdly to fulfil imperial decrees and secure privileges, all while keeping the city's growth in careful balance. The game can end when one governor impresses Empress Agrippina ahead of the fourth year, rewarding efficient players who strike early.
